Dartmouth Moderator Seeks Volunteers for Charter Review Committee

Town Moderator Steven C. Sharek is looking for town residents interested in serving on a special nine-member committee that will review the town’s charter and potentially recommend changes in it. A review of the town’s charter is required once every ten years.
Under Dartmouth’s charter, the Town Moderator makes two appointments to the special charter review committee. The Select Board, Finance Committee, and School Committee make two each. The Planning Board makes one.
The special committee will be charged with reviewing the charter and making a report, with recommendations, to Town Meeting.
“I’m looking for bright, energetic people willing to work,” said Mr. Sharek... ... “This isn’t a long-term commitment, but it’s probably going to be a pretty intensive short-term one.”
On a non-binding referendum this month, Dartmouth voters were asked whether they prefer the existing Town Meeting/Select Board form of government or wanted to change to a Council/Mayor or Council/Manager form. Voters were in favor of retaining the current system by a margin of 57-43%. Voters in all ten of the town’s precincts supported the status quo.

Hi Bill, I was watching your meeting tonight and learned that the Select Board is also establishing a committee to review town by-laws. As I understand it, I also need to appoint two members to that. However, those two people must be members of Town Meeting. If any Town Meeting member is interested, he or she should contact me immediately. Steve Sharek, Town Moderator

For the bylaw review committee, the only prerequisite is being a current Town Meeting member.

All politics are local, and all roads that lead to the polls have a higher voter turn out.

As it relates to the numbers of people voting, it's all about precincts 6,7,8, 9 and 10. There must be an obvious reason why this section of town has a 45% voter turn out, while other precinct's turn out 23%. All precincts open at 7AM and close at 8PM. We can eliminate the open/closing times. Precincts 1,2,3,4,5, are scattered through out the North end and precinct 4 is situated at the DYAA field building, located in the towns South end, off of Russells Mills Road. Precincts 6,7,8,9,10, are perfectly located along Slocum road, Dartmouth Street, and Russells Mills Road. The North end seniors building is located at precinct 4. Maybe the charter people can check this out?

Today, I appointed two members each to the Charter Review Committee and By-Laws Review Committee. The appointees likely will be getting their letters on Thursday or Friday. I thank everyone who expressed interest in one of these seats. Steve Sharek, Town Moderator
