The Select Board promoted three patrolmen to sargeant at last night's meeting. The officers who were promoted were Frank Condez, Scott Lake and Paul Medeiros. The appointments are conditional upon successful completion of sargeants school. Congratulations to these fine officers.
Chief Lee also noted that the patrol force is in need of additional reinforcement in the supervisory ranks of sargeant. The Chief will be asking for additional promotions in the near future to bolster that contingent and for an administrative sargeant to assist with developing training, writing grants and gaining state and national certification for the department.
The Select Board also appointed Captain Gary Soares to the post of Deputy Chief on the recommendation of Chief Tim Lee. The appointment is subject to successful contract negotiations. Captain Soares served as interim Police Chief while a search was underway for our current chief, Chief Lee, and filled the role admirably.
As was explained last night, the funding for three more sargeants will come from funds asked for in FY 2011 ...
... to fill the captains position and from funds for a patrolman position or two that is vacant. An override provided funds for 7 new patrolmen but I think one failed to get through the academy or dropped out after.
In any case, the funds needed are the difference between a patrolman and sargeants pay, not an additional employee. The Police Chief has identified enough money in the budget to make these promotions without needing added funding in FY 2011. Some of the funds are freed up by not needing to fill supervisor positions using overtime.
The department and Select Board will have a formal ceremony on April 26th to present the newly promoted officers with their new ranks.

I think Joe Michaud will prevail today, but you were smart doing it last night before Bob Miller had any chance of having any say in it. He would have msssed it up, just like he messed up the town with those contracts for life!
Michaud & Mcdonald win and Nunes & Monteiro. Hardman lost by a small number of votes.

Maybe it was the police union vote of no confidence that caught the attention of the select board.
Let me see here, letter of no confidence results in a win for Joe Michaud, one new police chief, three, soon to be five new sergeants, and one deputy chief. Heck, can anyone explain this one.
We just hired and promoted more police officers in three weeks than Westport has working full time.
I sure hope the police union makes a motion to send a letter of no confidence to Bill Trimble, I want Bill to run next time around, and win.

Im a little fuzzy on a matter..I know Mr Condez was on the promotion list a few times and was by-passed for another candidate. If my memory is right isnt a lawsuit pending? And how does the promotion now of Mr Condez affect that lawsuit?
The SB is stuck with Civil Service rules. The highest score gets the promotion unless there is a compelling reason to not select such as the officer simply being a good test taker and not having the experience or respect of his fellow officers and supervisors. Makes sense huh? Well guess what, whenever that happens the Town gets sued and we spend thousands on legal fees and in the end an arbitrator usually finds for the bypassed officer and they order them promoted with back pay and their attorneys fees paid.
This system sucks but it is what we're stuck with. In theory they want the Selectboard to exercise discretion and select the best candidates but in reality everytime they do we gat whacked with big bills.

First of all that is a boldfaced misrepresentation and you know it.
3 weeks ago it was hurray for the outside chief, he is the best man for the job. Now today you question what the man says he needs in HIS department?
Seriously folks, you can't have it both ways.
Don't be stupid, Frank never should have been by-passed for sergeant. Promotions are authorised by the highest test score. Frank had the high test score and he was by-passed. If he filed a law suite I say good for him. If he wins so be it. The selectman have a wide range of valid reason for by-passing a candidate with the highest test score. Poor evaluation score. Valid citizen complaints. Reporting late for duty. Abusing sick days. Disrespectfull to officer of higher rank. Sexual harassment. Sleeping on duty. Conducting political activity
while on duty. Failing to answer radio calls. Faking injuries not received while on duty. Not completing reports in an orderly fashion. Performing personal activity while on duty. Profiling, or stopping more females than male drivers for speeding or other motorvehicle violations. Any number of reason can be used to by-pass, just ask those in the department who have been by-passed.
Lee stated that the town would be saving money by promoting sargeants instead of paying a lot of overtime. Good move!
Within the 351 city/town police departments through out our Commonwealth, Dartmouth police department is one of the more advanced police departments. As it relates to square miles, Dartmouth is the fourth largest town with approximately 62 square miles. The larger population is centered at Bliss Corner. The heaviest traffic population is the State road, Dartmouth Mall, Faunce Corner area.
Dartmouth police officers are better educated, with most officers having an associate /BS degree in law enforcement. Some officers have a masters degree, but this advanced degree was obtained during a period in time when all one needed to do was show up for class. This is no longer the case.
As a means of saving state funding, the governor has discontinued the Quinn Bill, discontinuing education funding for any future police employments.
Dartmouth police Chief Lee will need to sift through his fleet of personnel, and eject the malcontents. These are the non-productive, politically active members, who avoid work and enjoy becoming disruptive.
The select board where smart to form a committee and seek out the best qualified police chief, and smarter when three members voted not to accept selectman Mike Watson's motion to include all/any Dartmouth police insiders to become finalist, although the committee doing the evaluating stated the insiders did not meet the qualifications. As we continue to improve our towns new direction, keep an EYE on selectman Watson

That is not the first time Mr. Watson has made unusual motions. After the three individuals for the executive administrator's position were interviewed, he made a motion to eliminate from consideration one of the interviewees, thus then ending any discussion of that individual's qualifications if the motion to do so passed.
It appeared that he, along with support from another Board member on the issue, would have no difficulty should the search for another executive administrator be reopened if the Board could not decide from the (two?) remaining choices.
Why? What's up with that?
Hmmm..my post was removed..I asked a question that perhaps hit a nerve. Well the question still stands..Why wasnt the taxpayers told that 6 out of the 7 officers were hired using the overide money? And how can overide money (which is for a set purpose) be used to fund promotion? Mr Trimbe
It is my understanding there were 7 officers hired. One failed to make it through the academy. Override money is earmarked for the first year and then becomes a part of the tax levy and General Fund and is allocated by Town Meeting vote like all other money. There is not and has not been any misappropriation. In any case, the added funding went to the police department and is a part of their budget to this day.
How the heck can we afford all of the promotions. Yup make more supervisors to keep down overtime. then patrolman overtime will go up then we need more officers. sounds like a joe michaud move.
