The Massachusetts Budget and Policy Center (Mass Budget) has a report on steps state and local governments can take to stimulate job growth. Follow this link to the report. The paper covers the economic theory behind stimulus, ...
... what the federal and state government can do to create jobs, constraints on state measures, and specific proposals for Massachusetts.

Get rid of N.A.F.T.A, it has ruined this Country, any decent job in this Country has been out sourced to a Foreign Country. When i contact Customer service i would like to be able to understand the individual on the other end of the line. Keep and CREATE JOBS in this Country lets' not send them over seas.
The "standard solution" postulated here may well not apply in these very troubled economic times. For reasons that include a reluctance for consumers to spend, a propensity to save, little or no yield on investments, tight credit, hesitancy to fund growth by many businesses, concerns about funding a decent retirement, job security concerns, very real concerns about inflation, and many more reasons. The best parallel I can see is the Great Depression in the 1930's. Painfully slow recovery over many years that accelerated only with WWII. As a political moderate, I continue to be greatly concerned about the damage done by the outrageously incompetent Bush administration furthered by the spending philosophy, espoused in the article referenced, by the current administration. How scared are investors today? Check the price of gold for your answer.
As I understand employment, a person who is not self employed must find work for a large business/corporation, or small business owner, government service. Our federal government is spending more money than it's taking in causing the countries largest debt of 13,000,000,000 trillion dollars and counting. This means that each American owes uncle SAM approximately 48,000 thousand dollars. The demo's are talking up more taxation for the upper middle class, but this will not reduce our debt one dollar. The big heavy duty rich people do not have enough money to pay off the federal debt, and increasing taxes will only slow down the employment. Just take a look at the mortgage crises, 5% defaulted in payment and the country went into a tail spin. Just 10% are unemployed, which means 90% are employed, spending money, and living the good life. For many people/families that bought a home and paid it off, bought investment income and paid it off, are living the good life. This economic down turn has made them wealthy. NO INFLATION
Just when the housing market was taking off, the stock market (DJA) was at 10,700 points. The more toxic money spent on housing, caused home equity to jump up and up, the housing market increase encouraged to refinance and they continued to do so until the housing market crashed and people were stuck with a mortgage that didn't meet the house investment. EEEEEEK ....I'm out of here.
People, I don't need to tell you that we the many didn't remortgage our properties. If you've been around you would understand that the housing market couldn't sustain itself. The stock market hit 14,800 in June of 2007 and I was the first of many to pull my money out of the (DJA).
Our government threw a trillion dollars into ????? and nothing good has come of it. Another day older and deeper in debt.
We need government to get off the backs of businesses. I know that people who want to work shall find employment. As it now stands people like myself, and many others, are sitting back and waiting to see what/how the economy moves, as it relates to investments. If our countries moves to become more energy efficient, investing in PNG pressurized natural gas, manufactures vehicles that operate on electric and gas, or some other clean energy, stop buying oil from the middle east and drill here in the US. We the people are hanging from the end of a financial cliff. If you feel that some country is going to save us, just keep wishing, they would rather see us fall.
It's been said many times that the US will die of it's own greed. If you want to find a job, go to China. Did you know that China has a zero unemployment rate and they are hiring Americans.
In early spring, after spending the winter in Florida, I noticed that the side of my house needed shingling and my chimney need repair. I call several contractors and received several quotes. One contractor told me the job is too small. I received quotes of 5,000 thousand to 8,000 thousand to fix the chimney and re-single the North side of the house. The contractor kept delaying the project. I noticed an advertisement in the sub-standard times for masonry work and general house repairs. I made the call and two Guatemala men came to my home and offered an estemate. I'm happy to say that the work is complete and the workers are happy. They also offered to cut my grass, trim my tree's and a fair price.
I ask you, where has is the American spirit to work?? If you can answer my question you will find the way to employment, one job at a time but it's called work and there is plenty out their if you are willing to WORK.
Do you remember the fifties? Ike was prez and the country at peace, people were employed and the average mortgage rate was 6.5% for a thirty year loan, with twenty percent down. The average three bedroom home cost 15,000 thousand dollars to build.
Prz John F. Kennedy was elected and congress passed an across the board tax CUT for all businesses, and wages. Within a short period in time people were buying new homes, automobiles, home appliances, and unemployment was for the people who did want to work.
Where did we go wrong? Kennedy was murdered, Johnson became prez, people who couldn't speak or read English were allowed to vote, we entered into a war to fight off communism and lost the war because of the political people who allowed this war, failed to support it. Now we have an embassy, and trade with the same country where we lost a war. The same country that never allowed the MIA's to return home.
Five wars later and where are we? We owe so much money and no place to go. National health care for all and we can't afford to pay off our debt. Many people who want to work are unemployed. When the country spends more money then it takes in, we fall deeper into debt.
In my opinion, you shall see the separation of the states. The blue and the red states will separate and become two separate nations. China, a communist country of over one billion people has a big smile, along with the large oil producing nation of the Middle East. Our businesses have moved to China along with employment. Now, if we sent the unemployed to China we would have -0- unemployment.
If we allowed more of the hard working Mexican, and other hard working groups of none American people to take up the jobs that the lazy Americans don't want, these none Americans would buy the toxic homes, purchase the needed auto's, appliances and the American economy would flourish.
What say YOU ?
Free trade killed this country...right now over 50% of this coutries GDP is in the hands of the 4 LARGEST banks. WTF!
unfortunately we have free traders in our government(most in the GOP party) some in our own TOWN government.
get rid of these corporate RATS(politicians) and elect people who fight for working families.
Manufacturing creates real wealth.
So the teachers want more money, what else is new. Where do the teacher think this money will come from? The problems, as I see them, is the school committee. These wonderful people don't worry about where this money will come from because they are not in charge of all town departments. As it relates to state law, the school committee sets all salaries for the school department and the town meeting shall approve all teacher's salary increases, approved by the school committee.
The school department budget is 35,000 million dollars and 80% is salaries. This amount equals 28,000,000 million for teacher salaries and 7,000,000 million for all other items. If the school committee settles for a three year contract at 3% per year, this shall equal 840,000 thousand dollars per year and a total cost of 2,520,000 two million and five hundred and twenty thousand dollars over three years.
Our school teachers, I one more week, are looking at a ten week vacation with pay. Some teachers will take their 10 week paid vacation in a limp sum while others will ask for a weekly check. WOW, I hope the beaches are open and the sun shines down on you and your fellow teachers. You deserve the time off.
I'm sure the teachers are looking a the towns reserve fund of 5.3 million dollars and asking why can't we have that money. Because the town is not just about schools, it's about all the other town departments. No salary increases.
To 12:19 pm: The teachers do not get 10 weeks paid vacation. They get a salary like most people do and most towns (not all) have the option to spread it out over 12 months or 9 1/2 (or 10) months. Most teachers take the latter and budget during that time to put away a couple of dollars to get through the summer.
I would love to see you and all the other teacher haters spend a couple of days in the classrooms. There are so may needy students that have social, emotional, behavorial problems, not to mention over crowed classrooms. There are parents who feel that their children should have special treatment. Believe me teaching is a tough job. Most teachers put a lot of out of pocket money to buy things for the students that the schools do not supply. Also there are some children that come to school with out snacks so the teachers always keeps extra snacks for them.
Teachers deserve every penny they make and more. School closes for the summer so they have no other recourse. Also during the school year they have to do lesson plans, grade papers, do report card, meet with parents before and after school hours. They put in many hours not counting classroom time.
Why anyone would deny them a raise is beyond me. There is money in the budgets for FDK, community parks, repair stone houses and barns. There is a new park on Russells Mills Road. We hired new employees for more money then their predecessors. So come on let's put our money to good use to keep our great teaching staff.
No, I am not a teacher but have children and now grandchildren that attended and attends Dartmouth schools. Also I know many teachers that are caring and devote their time and money for their students.
WE THE PEOPLE should have a mock invasion of our capital building at Washington D.C. YUP....allow the word to go out through all the states that a large group of peaceful demonstrators shall invade out Nations capital for one day. The uniform of the day shall be a representation of all domestic and foreign wars. The weapon of the day shall be (paint ball guns) the American flag shall be attached to a pole upside down. We shall gather a the state monument and wait for the bugle sounds to charge. Along with the steady drum beat of a death march, we shall walk toward the State Capital and take over the Congress. After a short speech, we shall leave.
Gee 12:19 the teachers want more money...the problem is the SC???? those are the people who are refusing to give in to the teachers union...they know there's no money and the town isnt going to help. Teachers were picketing last week because the SC under their New leadership wont give more than they can afford. Unlike the past.
If you are young and not a liberal you have no heart. If you are old and not a conservative, you have no brain. Winston Churchill
America has always had an unemployment around 5% so our country has a 5% unemployment and 5% that will never work.
Re: the Teachers have a hard job.
Well, guess what, so do most of the rest of us. Less staff, more work, no raises, cutbacks in benefits, unpaid overtime, periodic layoffs (or worse), lower starting salaries and wages, more temporary positions instead of real jobs, minimal job security, having to deal with all sorts of discrimination that can occur in trying to find a new job, taking a job that you are over qualified for because you need a job, and much more. Public employees typically do not have to deal with all this stuff. Get real.
Re: Winston Churchill
Did he come up with that before he started his substantial daily intake of alcohol? Wasn't it his idea to invade Italy and Southern France costing thousands of unnecessary casualties? Didn't he get kicked out of office by a frustrated public right after WWII? Just checking.
"taking a job that you are over qualified for because you need a job . . ."
I would like to add to that: only IF you can even get that job.
Over-qualification can bite you in the butt if you are too educated for the burger joints. Never mind how much you need that job. There's always somebody (maybe not even here legally?) who needs it even "more."
To June 16th,
You should tell the typical republican anti government spending conservative who used to work for WAL-MART but got a cushy job with the Sheriff for 80K a year as a legislative liason
What's the matter WAL-MART not paying the bills? You should have got a second job rather than RUN for a taxpayer funded job.
Hows that PENSION? You dont want others to have it...but its ok for you. How about the tax payer funded HEALTH CARE? Once again Good for you...not for everyone else. YOU DISGUST ME
Typical republican "fiscal" conservative..sucking at the taxpayer...YOU ARE NO BETTER than the REST of the so called cons in this TOWN.
To Bill and all the other posters. I am sorry but this question has nothing to do with this particular subject. I just have a question to ask of Bill. I have heard that there is a mold problem in the basement of Cushman School. True or False??
It would be nice is you had a misc. post so that we can ask unrelated questions on different subjects.
Thanks!
Re: Mr. Ex Wally World
he takes one of the most useless, pork barrel (how appropriate is that?), unjustifiable jobs at the taxpayer expense that I have ever seen. 60 minutes stuff. Yet, out of the other side of his mouth all you hear is how Obama is ruining the country and Bush was the best president we ever had. One more reason to not vote for the current sheriff. Not that anyone really needs any more.
Another off the subject question. Does anyone know who is on the charter committee and the bylaw review committee?
To 6:55 a.m.
The Charter Commission members so far are: Barry Walker
Jason Wentworth (both fin com appointed)
Christopher Garth
Doug Roscoe (both town moderator appointed)
So far the school committee has not appointerd anyone (2 appts)
Planning board (1 appt.) and select board (2 appts).
By law committee:
Lynn Mederios
David Cressman
Judith Brownell
Lili Chamberlain
All this infomation can be found on the Town of Dartmouth official website
Yes....the town has mold at the Cushman school, middle school, Quinn school and the Potter school.
The air quality is in question at the cushman school.
How much is this mold problem going to cost the town?
