Update on Fiscal Plan

Yesterday I posted that the forward budget process seemed to have been abandoned. I asked our Executive Administrator and Budget Director about that in the Select Board workshop session yesterday. They assured me that the plan is going forward and will be available sometime this summer. With the override questions, FY09 budget,...

... and Town Meeting articles being top priority in the past few months, the fiscal plan has taken a back seat for a while. They are working on the multi year plan and feel that many of the components, such as revenue and expenditure forecasts are in place to produce it.

The town should work together on this plan, including the schools. We need to know where we are headed, what changes should be made, what funding if any should be sought. We need to put all items and priorities on the table. We need the citizens to partake. We also ned to know every yr. We are placing this amount in Reserves and Stabilization, and this amount is left and will be divided up this way. With more planning and understanding we will be empowered to make better decisions and know the next steps.

What happened to department heads meeting every quarter? I thought the SB voted on that last year.
All department heads need to sit at the same table. We're all in this together.

That's right, who can make sense of DPW expenditures or amounts we have in enterprise funds. And why so much overtime for so many, Town Hall Finance Dept. and police?

When will Benchmark Survey results be discussed?

We did hear from the personnel board. They said all the same things that CFRG said. The only difference was that they got a civil response from the select board because they were asked for the information. The personnel board told the select board that the only way to control the budget was to get control of personnel expenses because that is the majority of the town's expenses.
