Police Chief retiring

Police Chief Mark Pacheco will be retiring on January 11, 2010. The Chief is an exemplary public servant and a very effective administrator. I have great respect and admiration for the job he does. Thank you for your many years of service to the department and the town.
The Select Board had been searching for a Deputy Police Chief with the expectation that the Deputy could work alongside the Chief for a year or so before being called upon to assume the Chief's job. The Chief's retirement in January changes things from my perspective and I would advocate that we start a new search for the Chief's position rather than a Deputy Chief.

As with the Deputy Police Chief, I think the search should include those within and outside the department.

The only person who applied for the Deputy Chief position wasn't given the curtesy of an interview. If Sgt Szala couldn't even get an interview with his qualifications what chance does anyone from within the Department stand?

I think you are talking the talk without having any inclination of appointing anyone from within the department.

You speak highly of Chief Pacheco, as you should he is a great Chief. Remember that Chief Pacheco came from within the Ranks of the DPD and NEVER would have been hired had there been a so called "nation wide search".

Maybe you should check with Michaud since he seems to be calling all the shots and making back door deals.

Not as bad as the back-door deal of the lifetime contracts.

I cant say I blame the chief for retiring early. I wouldnt want to train an outsider who doesnt even live in Massachusetts to take over this department. I dont think outsiders is the best way to go. The SB went out of town and hired a new Exec. Admin at MORE money for a starting pay that Mike Gagne was making at 22yrs in the same position. These outsiders will be hired and will only cost un more money in salaries, when the town is already running tight. Im sure you will see alot more retirements get announced very soon. Officers want to know that their hard work and dedication pays off, but the message is clear, dont bother you wont be chief.

Bill,

You praise the chief for his service when he actually screwed the town by announcing his retirement. This now puts the deputy search in limbo and all the monies and energy for the search have now been wasted.

Pacheco made this announcement to stop the hiring from outside, he is a cry baby and wanted to hand pick his replacement, like he was hand picked by his predecessor to make chief.

the current board looked to an outside firm to choose a deputy and wisely so, this assured the best person would be hired. I noticed other posts indicated that nobody from inside was chosen, i commend the board for setting a high standard, with the salaries for these jobs, a high standard needs to be in place. If nobody from inside was chosen then so be it, the tit for tat days in this town need to stop! the days of old,for favors and past promises made need to stop as well. The best and most qualified person for any position needs to be hired, not the person with the most favors owed.

The school department has hired from outside in the past, maybe this is why we have such a good school system, because the most qualified person was hired to run the department.

The board needs to stand fast and look to the outside for a chief and deputy chief, and trust the company that it hired. All current employees who meet the standard should apply and may the most qualified person obtain the job, not the most politically connected.

Not true, Deval Patrick is playing politics with the Quinn Bill and the retirement system. If Chief Pacheco sticks around his pay could/will be reduced 30% if the Quinn Bill goes.

His retirement would be further reduced by the Patrick administration. IF you want to blame someone for Chief Pacheco leaving early blame Beacon Hill.

Do not blame Michaud for looking out for the best interest of the Town. Lets be truthful, with the TAX payers and hire the most qualified person. Everybody has their shot to put their hat in the ring and may the best person obtain the job. The days of old need to change, and people wonder why we have been in such a fiscal mess. Weird how things changed when certain people [with tenure] were replaced![life time contract not renewed] The Town had over 3 Mil extra last fiscal year. Nobody should be afraid of change it should be embraced.

Actually, I think the selection process is a blind one like the EA search. After all the applicants were reviewed, three with no local connections were presented to the Board. The one who was eventually selected was chosen by five of the search committee as their 1st choice and 4 of the SB as their First choice.

We should pick the best person possible for the job. If it is a present officer and he is the best then pick him. The tax payers deserve nothing but the best possible person regardless of political or hometown advantage.

As for the Hodgson connection, where on earth did that come from?

Civil Service was created so the Chief of Police would not be a puppet for the BOS. When the board voted to remove the Chief and Deputy Chief from civil service it was done because the BOS wanted to hand select certain candidates and REFUSE to select those who might assert their authority. Shame shame shame.

Lets get the facts straight, the current chief and the Captain that just retired were the sponsors of the town meeting article to remove the deputies position from civil service, that way the could control who was going to sit in their seat when they walked out the door. Retired chief soares was the one who recommended the chiefs job be taken out of civil service that was all well and good when the police department controlled the SB now the shoe is on the other foot, the tail is wagging the dog. Let all apply and may the best person win.

If the town of Dartmouth is serious about getting the best person for the position of Police Chief the town has to make a selection from the largest possible pool of candidates. This means searching outside the department as well as from within.

The selection of the final candidates (3-5) needs to be selected by an organization specializing in this process. Then there should be a final interview so that the town can select someone who they feel fits their needs.

This seem to be the process that existed when the town was looking for a Deputy Chief. Now the process seems to be on hold for the Deputy Chief so the search can begin for a Chief.

While this is ongoing who is leading the department? Maybe a Deputy Chief should be appointed to run the department until the Chief is selected. This will provide some leadership during the selection process.
