I'll post more on the impact of these cuts as I am able to analyze the data. This chart shows the reductions in educational funding.
This is not a good year and next year will be worse, I think.

Dartmouth Leadership has taken a line right out of Mitt Romney's playbook, don't raise taxes,raise fees. PAYT,BEACH STICKERS RATES,SCHOOL PROGRAMS.
Oh, but don't you remember: PAYT was reduced after the first year because it was successful. And beach stickers MAY be reduced. And bus transportation fees have been eliminated. And school program fees will be halved.
Now, don't you feel better? Look at how the majority of us are benefiting!
Yes and remember when that foolish leadership split the tax rate and your property taxes went down and you're correct because of those idiots PAYT has gone down by 14%, and beach stickers will go down by 50%, student activity fees were cut in half and then to show how totally foolish they were they went ahead and eliminated the student transportation fee.
Man they just don't get it. Every other community is raising fees and taxes while the clowns in charge here in Dartmouth are cutting them while keeping services going and slowly moving us to full day kindergarten.
WE NEED CHANGE. Please why can't we be like other communities. Am I right? Am I right....anyone....
Split tax? Joe Michaud didnt want split tax until he heeded the words of the public.
trash pick up should be part of the operating budget NOT a luxury.
Transportation fees for the kids shouldnt have been in place at all.
If they can take it away NOW why did they implement it.
Oh the fees are going down because of our leadership...are you kidding!! they should have never been instituted. They have turned essential operations of government into luxuries....REALLY you can not make this stuff up.
I rejoice at how greatly the majority of us are benefiting from the halved activities fee and eliminated transportation fee. How magnanimous of our leadership to give back to the community, as Mr. Watson so eloquently (and loudly) emphasizes every opportunity he gets. Oh, excuse me. Did I say "community"? I meant parents.
Has anyone ever done a census on the number of beachgoers in town who will likewise rejoice along with me when the beach stickers are reduced as well? We, the "community" appreciate that. Read, "parents" in that, too, in case you mistake my message.

Not all of the school committee was on board with the reduced fees, or are you ignorant of that fact? Ignoring it, maybe?

Fees should never have been implemented!!! It was a backdoor tax targeting the users of that service....If there was a problem with revenue,cut waste then raise taxes so every pays a lower percentage of the cost rather than higher fees.
Dont let the SB get away with "reducing fees that never should have been implemented in the first place.
In the spirit of generosity and magnitude, and flush with the got-some-money glow, our leaders, in their astute wisdom, saw that it was time to "give back to the community." We have heard that phrase or one similar from several lately, most particularly Mr. Watson.
I do not think children should have to pay to ride a bus to get their education, nor would I necessarily subscribe to paying for extracurricular activities, given the perfect scholastically financial world.
We don't have that in Dartmouth: getting better, perhaps, but not financially secure, either town-wide or school-wide, with state cuts unexpected and deep, some cut with little or no notice, with towns/schools having to pick up the deficit somehow or another.
So, why, when there was some money coming in, at least from extracurricular activities, MUST that money have to be returned RIGHT NOW? Everyone was feeling so warm and fuzzy apparently. And, everyone looks like a hero.
Mr. Jones and Ms. Moniz on the SCHOOL COMMITTEE had the presence of mind to see that perhaps this was not the right step to take at this time, and had the guts to step up and reject the extracurricular fee reduction. They have my respect for doing so.
In the meantime, I hope the rest of the residents know how to swim because beach sticker reduction doesn't help much in "giving back to the community" if, by "community" you mean the majority of Dartmouth residents, rather than a small, select segment of the population that frequent our local beaches. Certainly there must be other ways the MAJORITY of residents could have benefited by our cash pot. PAYT comes to mind. That COULD have been done, not as easy to do as asking Parks to reduce stickers, but DOABLE nonetheless. Think about it.
Give back...what never should have been taken...if money was an issue cut waste, then raise taxes as a last resort. Fees are just a backdoor tax, THE CFRG should have made more noise on this one, i am disappointed, Mr. Walker
Paying additional monies above taxes is very Romneyesque, thank you Joe Michaud, your Republican side came through with shining colors.
The CFRG is remaining quiet for a reason... and its not to plot another run for office by one of their candidates.

How much do you think PAYT would have been eliminated by the $52,000 given to the Park Board. I am no financial wizard, but I watched the SB meeting three weeks ago. It was something like $5 dollars off the annual fee. You know what. I hate the PAYT too, buit would rather have people enjoy the beach then take my lump sum $5 reimbursement.
I am just glad that something, anything is going down even if by a little bit. With everything else going up and other towns and cities raising fees and cutting services I am pleased thet we are not. For once we're ahead of the right curve. We have our town leaders to thank for that.
Just look around at other communities. Are ANY of them lowering anything? Other than services they are raising fees and taxes while we are not. That is the simple truth and there is no way around that simple fact.

So where would you get the money to run the town? You can't raise taxes and all departments have been reduced so there isn't much fat left in the budget. The state keeps reducing local aid and ch 70 money so where do you get the additional revenue needed to run the town?
It is easy to sit there and state that "They never should have been raised in the first place" but that statement doesn't offer any solution. So I'm curious, where would you get the additional revenue needed to rune the town. I expect you'll respond with "lay off more town employees" or the old favorite "cut salaries" but those solutions represent only a drop in the bucket in terms of revenue and both have been used thus far.
SO nows your chance to enlighten us with YOUR realistic solution to the issue of town government and services actually costing money.
Raise taxes, get rid of 2 1/2
The town has experienced some tough times financially. Some fees were increased or implemented leading up to and during the crisis. Now the fees are being reduced. Had we passed all the proposed overrides, we would have been stuck with the tax increases. Does anyone actually believe that fiscal prudence would have been exercised followed by an underride to reduce the cost to taxpayers? Please! Under the extenuating circumstances, Dartmouth has done quite well, thanks to Trimble and Michaud.
What did joe do again?
Joe Michaud directed the acting exec administrator to do a full insurance cost review which saved a boatload of money. Good job Joe!!
uhhh, No the HMO implementation was done under Gagne before Joe was in office. It just took awhile for employees to convert over.
I am talking about the liability insurance that hadn't been bid in over fifteen years by your boy genious Gagne. Joe pushed for and got a review committee set up and just by asking got the liability insurance reduced by over $110,000. The committee will continue to meet and push for bids on all of the town liability to seek additional savings. Joe pushed and got the town to pay down debt which has resulted in savings of hundreds of thousands in reduced interest payments that should have been done years ago. Joe pushed and got a split tax in place that resulted in significant reductions to tax bills. If you remember Carney and McClean wanted a 10% split and Joe pushed them to 40%.
Additionally, Joe pushed for a freeze in all hiring which forced reductions and also is working on regionalizing services and reviewing efficiencies in town departments.
A lot goes on that evidently you have no idea about. What do you think would have happened if Miller was still in? Doris probably would have gotten another raise thats for sure.
In terms of the HMO implementation there was no movement by Gagne on that or a host of other cost saving measures.
What community anywhere is reducing anything. All I read is taxes going up, fees going up and the cost of government rising. Dartmouth is reducing and returning what part about that don't you understand. As you hero Barney Frank so aptly put it, "Arguing with you is like arguing with the dining room table"
All of this didn't just happen you moron and it wouldn't have happened with Miller Gagne and the rest of the clowns of 2006 still in office. Joe and Bill and Diane to an extent deserve a lot of the credit because if it hadn't happened I am sure you and your tired set would be placing the blame right on them
Diane, Joe, and Bill are to be commended for much of the positive steps that have been taken in this community.
At no time before have residents been more aware of what is happening in their government, and more interested. We have them to thank for that.

The finance committee should essentially run the town, forget the SB. Everyone places their trust solely on the FIN COM...like the man in the front row during the TM, complaining that we should just dissolve the FIN COM because TM doesn't listen to them anyway. I say dissolve the SB and just put the FIN COM in it's place. The only blemish i see with the Fin Com is that it didnt Reccommend the made in USA by law, but that trivial. All the rest was great. Fin COM for SB in 2010
Why the FinCom is not televised is a good question. It would seem that the logistics of room size where FinCom meets could be remedied by its meeting in a larger room.
I guess you would have to ask DCTV why FinCom is not televised, and ask the Select Board if it can make it happen.
FinCom is right up there in importance with the Select Board and School Committee, and yet it is not covered even though other boards are.
The decisions FinCom makes and the process and discussion leading up to them would be of immense value to residents.
Iacaponi implemented any movements by town employees to cheaper health plans. This was done at the request (order) of the SB. Gagne like most other things was simply along for the ride and dragged his feet during the whole process until he was relieved of his duties for incompetence and abuse of the public trust. So YOU are simply uninformed as usual.

If you know seem to know so much, simply state who he donated to. That way we check at town hall for the accuracy of your comments. We all know the information is at town hall. What we don't know is if the information you are stating is accurate or complete bull. So again, who did Jim DeMello donate to that sits on the SB?
Who did John George contribute to? Who did Bob Miller contribute to? Who gave to Lara Stone's campaign?
