Select Board interviews Police Chief candidates

This afternoon, the Select Board interviewed two highly qualified and impressive candidates for the Police Chief position. The two candidates were narrowed down from 86 applicants. The Board met in executive session prior to the interviews to hear the report of Municipal Resources, the firm that was tasked with identifying and winnowing down the field. After hearing their recommendations the Board decided to interview the top two candidates out of the six who participated in an assessment center exercise the day before.
The first candidate interviewed was Captain Timothy Lee of the Providence RI Police Department. Captain Lee lives in Rehoboth, MA. Captain Lee currently serves as training officer for Providence. He is also the Civilian Complaint Hearing Officer. I was quite impressed with the breadth of Captain Lee's experience, his knowledge and associations with local departments including the UMass Dartmouth force, Sheriff's office and New Bedford and Fall River departments.
The second candidate was Chief Todd Miller of Texas. Captain Miller ...

... has been a Police Chief since 1976, mostly in the upper Midwest. He served as Chief in Terrel, Texas since 2003. Chief Miller was also an impressive candidate and has extensive credentials in his education, in forging alliances with many stakeholders in community policing, and in leading regional efforts in policing. He also has extensive contacts in the area through his work in promoting community policing.
After interviewing each candidate for more than an hour, the Board decided to think about which to appoint and return on our regular meeting on Monday, February 8 to deliberate and decide on a new Police Chief.
The interviews today were broadcast on DCTV Channel 18 and I hope that the taped program is shown again over the next few days. I don't see it on the schedule but I plan to call and ask for it to be added.

Lieutenant Tim Lee was appointed to the Providence Police Department on November 17, 1989, and was assigned to the Patrol Bureau, Uniformed Division. In 1991, he was assigned to the Traffic Bureau Uniform Division where he served until August 1996, when he was promoted to the rank of Sergeant. In August of 2000, he was promoted to the rank of Lieutenant and was assigned to the Patrol Bureau until 2001, when he was transferred to the Traffic Bureau as the Commanding Officer. In 2003, after the Department reorganized into Community Districts, he served as the Commanding Officer of District One, in the Downtown area. In 2004, he was transferred to the Accreditation Bureau, Administrative Division where he presently serves. He was also appointed by Governor Carcieri to the RI Juvenile Justice Commission in 2004 and continues to serve on that Commission.

Lieutenant Lee is a 1984 Graduate of LaSalle Academy. He received his Bachelor’s Degree in 1988 and his Master’s Degree in 1994, both from Salve Regina University. Lieutenant Lee is the recipient of numerous commendations for excellent police work and has received three Chief’s awards. He has also received two Medals of Valor from the American Legion.

This appointment will come down to MONEY. I'm quiet sure that Lietenant Lee is making more money where he is at than what our town can afford. This is one of the problems and there are many when you hire from outside the department. This most qualified candidate will be looking to be making 150,000 plus.
We can always go with the candidate from Texas. Like manure, he's been everywhere.
If you can get Lt.Lee for under 150,000 I'll eat my hat in front of the selectmens appointment night.

Captain Lee was a very impressive candidate indeed, but didn't seem to bite hard enough on Deputy Sheriff Michaud's obvious need to have the new chief invite Hodgson and his boys in w/ open arms, and regionalize dispatch services. Also, is it just me, or does Lara Stone remind you of a certain someone from American Pie---"There was this one time, at band camp!" Good luck to whoever it is that has to answer to this group of town "leaders."

Bring catsup so you don't have to eat your hat dry. Captain Lee makes significantly less as a Captain in Providence than the current Chief. Keep in mind that the Quinn bill boosts the pay of those with a master's degree by 25%. Captain Lee is not eligible for Quinn Bill subsidies. He was also aware of what the job salary range was when he applied for the position.

Before even interviewing for the Deputy position your post makes it clear you are hiring from OUTSIDE again.

A Deputy from within with Quinn Bill standing would make more than a Chief without one.

Either your Deputy will make more than the Chief OR your mind is already made up to hire from outside.

Either way NOT good.

My preference would be to let the new Chief decide who he wanted for Deputy Chief.
Perhaps you know what the two candidates will do as well. Let us know, will you?

We were in the middle of a nationwide search for deputy before and NOW you want to let the new Chief just choose someone?

I am a police officer in Dartmouth. The concensus within the agency seems to be that Capt. Lee would be the best Chief for us. That said, no one really expects the BOS to hire Capt. Lee. This process has been bad for moral and has lead to much anxiety and uncertanty. Regarding an outside deputy chief; An outside search and an outside deptuy was a better idea before we hired an outside chief. It seems obvious that an outside chief would benifit from an inside deputy of his choosing. To have the top two spots filled by people who lack experience with our agency and community seems like a bad idea. There are disadvantages that come with an outside chief. These disadvantages would be somewhat lessend by an in house Deputy Chief. Just my opinion.

The Providence Captain is the wise choice, he at least knows New England, and has moved up from the ranks of one department, not moved around like a OVER THE ROAD TRUCK DRIVER. Google the other guy, ( Todd Miller) he has not had a job since 2008 and has never been a street cop, just and administrator of small town PD's. The last City he worked had a population less than Dartmouth, also has no experience policing in a college Town. The Providence guy will not leave after six months or so and will make Dartmouth his HOME, the other guy will run to the mid west as soon as he has a chance. Wasting the tens of thousands of dollars the Town spent on the search, and leaving us were we started with no qualified, in house to run the joint. I hope the powers to be choose the right person, and that is the providence CAPTAIN.

You forgot to tell this person to bring some water. In 2006 a Captain in Providence PD made 69,376.00 four years ago. In 2010 Im sure the salary is less than 80,000.00 if this Candidate is chosen, which i hope he is, his salary will be increased by coming to Dartmouth not decreased.

First thank you for your service to the town. Your opinion makes perfect sense to me too. However I wook work in public safety (not this town) and as always politics will interfere with common sense.

I would like to retrack the eat my hat trick if the SB get Lt.Tim Lee for less money then 150,000.I assumed the new chief would be paid higher then the former chief. Never assume anything because it will make an ass out of you and me.
I'll have a beer and play eat my hat where I can't be seen.
It makes sense what Bill has mentioned concerning the deputy chief, allow the new chief to make the choice.

I like all the comments, Has anyone Really checked into his work with the providence pd. I think if they really look into it you will be shocked. When you check look up the name "mendoza" out side of the RISD. A&B / alleged cover-up and false grants. Do your homework first before you hire this guy.

The Select Board was aware of unsubstantiated charges that Captain Lee was involved in the Mendonca case. Inquiries were made with the Providence PD, the Rhode Island DA and Captain Lee himself and I will state categorically that Captain Lee had no involvement.
This is an example of the very worst kind of rumor and innuendo. I have published the comment that was presented here with the allegation. It is NOT TRUE and completely without any basis in fact. The person who made the comment should be ashamed of themselves for promoting this garbage. I suspect that they have a motive in doing so beyond genuine concern.

I want to point out that this rumor was not uniquely presented on this blog but was being circulated in town by other means. I have allowed the comment alleging the misconduct in order to let people know that these baseless rumors are out there and as an opportunity to respond to and debunk them.
The fact that the person commenting here does not even have the correct name on the case speaks volumes about what they know about the case.
