Police regalia on full display for new Chief on Monday

The swearing in ceremony for our new Police Chief, Timothy Lee, will begin at 5:30PM on Monday at the Town Hall. The department is planning to have their color guard, an honor guard, and a bag piper on hand to escort the Chief. I have to admit ...

... I love bagpipes. There is a sound that comes from the pipes when they are warming up, a sort of hum, that connects to something in my Celtic ancestry. My mother's family was from Cork and my father's from Donegal. The new Chief is a piper himself.
The swearing in will be at 6:30 by Town Clerk, Lynn Medeiros, Captain Soares will be in hand to present the Chief his badge, and the Select Board members and Chief will have an opportunity to speak.
If you would like to come out to welcome our new Chief to the community, you are invited to attend. The ceremony should conclude by 7PM.

Wow Bill,

The political brotherhood volunteering their time for the swearing in of an outside Chief?

It would appear they are not so angry with the selection afterall.

Yup, the poster is right.

Try to understand that the police union is political. Well, not all the members are political,just enough to make it appear to be political. The political union is smart enough to know that Monday night is not a time to appear political. Yes, all the union contaminators will appear and shake hands with Chief Lee, selectmen Stone, Michaud, Trimble, Dias, and Watson.

This night belongs to Chief Lee and his family. I'll be sitting in the audience watching all the fan fare. Chief Lee is in need of a lot of department help and cooperation. It's time to come together and share an evening of fun and good will.



Just a couple of questions, please!



After all the good wishes and offers of cooperation, what shall become of Gary Soares and Bob Szala?

Maybe some one can explain the process.

Captain Soares and Detective Sargeant Szala have been temporarily assigned. They are both civil service employees, as are all the other members of the department with the exception of the Chief and Deputy Chief. Promotion is by civil service score after the Select Board asks for a promotion list.
I assume both will return to their previous assignments after Chief Lee is sworn in. If Chief Lee wishes to promote either and they are on the civil service list for promotion, the Select Board can do that.

There is no civil service eligibility/promotion list for non civil service positions such as Deputy Chief or Executive Officer.

I'm not sure I understand what is meant by an executive officer position. Is this a civil service position? As a town meeting member, I understand that two civil service positions were removed from civil service, the chief, and deputy chief. These civil service positions, to be removed from civil service rules and regulations, were approved by the selectmen, fincom, and the chief of police. No opposition was offered. This took an act of special legislation and vote from town meeting. Why would the police chief need a new position as executive officer? The chief organisation chart, approved by the select board, includes the chief, deputy chief, one captain, and three lieutenants, along with sergeants, detectives, specialist, and so on.

The executive officer would be the deputy chief...It is not two seperate positions.

In reponse to the last poster...The Executive officer was filled by a Captain. Simply, this Captain was automatically in charge in the chiefs absense. Now that a Dpeuty chief position will be created this eliminates the need to specifically name someone as "executive officer". The deputy will handle the department in the chiefs absense. In the past there were 2 Captains, 1 had "Executive Officer" status and the other had "Operations Commander". Tis way there was a clear chain of command in the department if the chief was unavailable. This is the simple explainantion.

So what you are saying is the same old same old. If the new Providence Chief walks in the door he will have only one person to rely on. The command structure in this Town seems not appropriate!!!!!!

I'm not sure what you mean by only one person to rely on. It's my understanding that the new chief (Mr. Lee) will have a new deputy appointed. The current acting chief (Mr. Soares) resumes his previous position of Captain. I beleive there are 3 or 4 Lieutenants below that and a few sergeants. So every rank has a person filing it. This command structure was created by the past chief (Mr. Pacheco) prior to his retirement and was approved.

To anon 10:02, Why don't you ask our new chief tomorrow morning. I'm sure he will have an answer for you. He sounds like a perfect fit for Dartmouth. He lives in the SouthCoast and has been working in Providence for many years. I think he can handle Dartmouth. He sounds like he is very open to mentoring others to move up. Maybe you might be interested in preparing yourself for a promotion. You have to do the work, BEFORE you get the job.

Since you obviously know nothing about the chain of command, just walking up and asking the chief isn't how it works.

Two words I love when people say Chief Lee is going to change everything..... Past practice.

According to the book of Mark: and in those days, their was a big cry from the elected powers, we shall apply to the Masses and call out to all nations for a deputy chief. Although insiders where encouraged to apply, not ONE insider was considered by the examiners to be of quality. Three applicants were summons to come forward to be questioned by the Kings/Queens table of questions, but it was not to be.
You see, in those days and before the process was complete, the police chief decided he shall retire, and the elected powers decided to stop the deputy chief search. And it came to pass; that the great powers to appoint went searching for a police chief. All people where invited to apply but not ONE insider was considered qualified, by the examiners. The days grew short and the great power of the land called "DARTMOUTH" looked to the insiders and decided to find a temporary replacement or what is called acting police chief and acting deputy chief. All went well in the land of frogs and snails. All were invited to apply for the position for chief but not ONE was considered qualified by the examiners. Not even the acting ones.
Finally, out of the land called Rhode Island, a qualified one was found and brought forward to be questioned by the Kings/Queens of Dartmouth. A great Chief was found and appointed for all to see and meet. Celebration took place and finally, peace has come over the land called Dartmouth.

As a tax payer and a proud voter from Dartmouth, I wish to thank the select board for taking the time to find the right person. As the town election proceeds to the day of election I want to express my desire to vote for Joe Michaud and Frank Gracie.

Not even a single day on the job and you are certain he is the right person?

Chief Lee may very well be the perfect person, but for you to "decree" it before a single shift is completed is insane, but then again so is voting for Joe.

Did anyone see the most recent Sergeant interviews (Mon 3-29-10)? The first candidate was the worst. He did not really answer the questions and looked like a dear in the headlights. I know he's been interviewed before but he does not seem right for the job. I hope the board appoints one of the other two guys. They seem much more ready

This new chief is right for Dartmouth. Thanks to Joe Michaud, Lara Stone, Bill Trimble who voted to accept the best qualified candidate. Shame on Mike Watson and Nat Dias who wanted the insiders to be considered as finalist although they were not considered qualified. It appear that we were heading backwards to the time when Bob Miller was selectman. Let's keep Joe Michaud as selectman.

Chief Lee may well be the best man for the job but let him prove it before crowning him king.

Where will all this money come from?? This is Mike Watson and Ken Vincent at work to get a higher pay increase for Ken's friends. Mike is the puppet. Nothing more than a dangler for Kenny, but where is he dangling from ??

3 more sergeants is cheaper than paying the overtime every week that results from only have 2 current sergeants.

As was explained last night, the funding for three more sargeants will come from funds asked for to fill the captains position and from funds for a patrolman position that is vacant. An override provided funds for 7 new patrolmen but I think one failed to get through the academy or dropped out after.
In any case, the funds needed are the difference between a patrolman and sargeants pay, not an additional employee. The Police Chief has identified enough money in the budget to make these promotions without needing added funding.

so I'm clear...the taxpayers voted for an override for 7 officers, for which we really only got 6, but still paid for 7. Now the money from position 7 funds a promotion. This isnt right, that money was for the sole purpose of hiring and funding 7 entry level positions. That money should be returned to the taxpayers since it wasnt used for what it was designated for. This is taxpayer money, not "oh extra money, I'll just spend it"...Again the taxpayers were lied to. Why wasnt it disclosed that only 6 were hired?
