Select Board meets Thursday

The Select Board will meet on Thursday Jan 22nd at 6:30PM. The meeting will review the funding for the Police Department in light of next year's budget shortfall. The agenda for the meeting is after the jump.

I.Appointments:

6:30 p.m. Meeting with Police Chief Mark Pacheco re: 2010 Police
Department Budget.

II. New Business:
A.Vote to request any and all documentation from Murphy Hesse concerning the (8) eight contracts drafted by Attorney Bartulis.

B.Vote to request any and all documentation related to the litigation and subsequent settlement of the Bernier and Hickox vs. Town of Dartmouth.

C.Review of the status concerning the production of the primary executive session notes related to the February 2006 Contracts.

D.A review and discussion with the Executive Administrator and Town Counsel of the provisions of the Town Charter Article 4(MS Word file), Sections 4 –1 a. and b. concerning the reorganization and consolidation of town agencies and departments.


Item A of new business has to do with management employee contracts from 2006.
Item B is regarding the settlement of a lawsuit completed in 2006.
Item C is regarding the chairman's request for the executive session notes.
Item D is in reference to the Select Board's ability to reorganize the departments of the town.

Public safety is a town priority. The towns first approved override was in the name of pubic safety. Chief Pacheco, according to Mr. Trimble comments, praised chief Pacheco's cooperative and open minded efforts. A major concern for the SB will occur in two years, when Chief Pacheco retires. Chief Pacheco is home grown. Who will take his place??

I have been impressed with the PD when it comes to being open to regionalization suggestions. Although it did take some prodding. All in all, they do a pretty good job and there is no reason the search shouldn't include someone from inside the department. I have found both the Chief and Capt. Maguire to be reasonable and accessible. The key is, how well are they managing their personnel costs?

Also, do you know how the appointment process goes? Does the exec admin make the appointment with subsequent approval of the Select board or is it the SB that handles it from the beginning?

I think someone from within should become the next chief. Why should we have to go outside when we have people within who already know the town. The only problem I could see would be if that person was unable to make the transition from friend and co-worker to boss. Also,sometimes there is too much competition resulting in hard feelings about who was chosen.

Never ever hire from within. It never works out correctly. The transition from Co worker to boss especially in the PD enviroment willl be very difficult. Hire from outside the system, with a deep screening process. Allows the incoming person to assess the department without any prior knowledge of how things work and allows them to make a decison without emotional ties to anyone. Just my $.02

Wonder if Lara will start attending Select Board meetings and Financial, Library, School pow wows. Tell us Bill have you seen Lara Stone at any meetings in the past 5 months?

I'm for hiring a chief from within the department. New Bedford hired an outside chief. He didn't work out, so the mayor fired the outsider and appointed a chief from within the department. Now it's running just fine.
Westport hired a police chief from the outside. He caused more internal town problems than a pack of coyotes feeding on domestic cats. Once you invite the problem into the town, it will cost a large sum of money to get rid of the problems. “Better the devil you know, than the devil you don't know,” Now, who said that??

The comparison of surrounding towns with Dartmouth is not allowed, only sound business principles are tolerated here. We must learn to run this Town like a Business. So Ralphy, i am sorry but you are wrong, and please do not mention any other towns to make comparisons with. The situaution here in Dartmouth is unlike any other community in the state or the country for that matter. So once again i ask you to refrain from making such statements, again. Thank you for your cooperation.

Anyone catch comedy hour with Peter the Red-nosed Teacher's Union Rep last night. Don't worry Kavanaugh, now that public input policy has been changed, the board WILL be hearing from people who weren't born with silver spoons and trust funds who are the beneficiaries of the town job machine. How many Kavanaughs are there with high paying school jobs? Where was Rudolph when the town was wasting money on an unnecesary special town meeting? Hey Pete, you made a fool of yourself last night.

Peter, how could you make such a fool of yourself. Who put you up to your dog and pony show? I thought you had more intellect, then what you brought forward in that disgraceful show of Gagne support. Shame on you, even a person of your nature should know that Gagne is in trouble. Do you have any idea how much money these contract clause will cost this town?We are on a new path of righteousness.........please get out of the way or run for selectman.

This thread convinces me even more that the blogs posters are a handful of mean-spirited CFRG folks. As this group is so few in number and so limited in intellect, I feel more hope for our Town.

I think Kavanaugh should run for Select Board. That way when the people of Dartmouth hand him a crushing landslide defeat, he will know in the most civil way possible, what a jerk he is. By the way, I am not in the CFRG.
